I have heard a few other uses in the CB mention something similar but I do not know how widespread it is. Does anyone know what's going on?

Doesn't happen often, but still see it occasionally...
Occurs in all these under W2k: FF 1.5.0.2, Moz 1.7.8 *and* IE 6.0.28nnnn; don't remember seeing it on Konqueror on Linux
Just to add another datapoint: I don't recall seeing this ever on Safari (pretty much all ever use; latest greatest all patched up version whatever that is)
If you're not using perlmonks.org, and you have some kind of DNS timeout, hitting refresh in your browser will probably resolve your current domain, but won't resolve perlmonks.org, so css/common.css won't load.
update: I started getting lots of DNS issues like this on a WinXP machine after putting it to sleep (used to work fine, but some update broke something %-p). The workaround is to restart the "DNS Client" service (services.msc) after hibernating.
