Could anyone tell me how to get the full advantages of
Perlmonks. I beleive it is a good libray to get to know
about perl. But I would like to get the full hierarchy of
perlmonks, so that I can access the right link at right time.

Are you talking about site navigation and use? Take it all one step at a time. For the first step, read the PerlMonks guide to the Monastery. Therein, you'll find where to post what, and where to find what. For example, this post probably belonged in PerlMonks Discussion, not Seekers of Perl Wisdom (by now it may have been moved).
Next, refer to the PerlMonks FAQ. And be sure to read node 17558 prior to posting, so you'll know how to format your posts here. Hint: We rarely use
tags. Try to forget they even exist. The same goes for tags; leave them alone for now.
After that, when you have specific topics you're trying to research, look at Super Search.

That's really a loaded question. The best answer I can give is to read everything you can get your hands on, from quality sources. Read Learning Perl, Programming Perl, the Perl documentation, the Alpaca book, the Mouse book, the Cougar book... books on Computer Science, books on algorithms, and so on. Read posts here. Try to figure out the answers on your own. Study. There are no shortcuts, but there are plenty of aids and tools at your disposal, and this site is one of them.
